Starting point is always a classic portrait with all the stuff you already know. The make up, the tricky hairdressing, the wardrobe, the pose, the facial expression and all this little things need to compose an attractive portrait. Do not forget earrings, necklaces and such stuff girls always love.

After this is all done you can start the second part of the job. Cut her free from the background, layer it, compose the mood you have in mind. Add some other things to the layers for adjusting. This is something which need some experience. You should already know what a layer is and how a mask is working. Otherwise you will fail. But here, it was fun, fun and again fun.
